Problem Description

City sewer and stormwater systems are being strained by increasingly severe weather events. Existing municipal separate storm sewer systems often need additional capacity to handle current and future flows caused by extreme rainfall, storm surges, and high tides. Green infrastructure offers a package of options for reducing pressure on combined and separate sewer systems by replacing grey pipes and conventional water treatment systems with street trees, porous pavement, and other distributed technologies designed to improve water absorption, detention, and retention.

Addressing flooding can be accomplished by either increasing the capacity of the storm drain network or by pursuing a number of green, and blue infrastructure strategies that can be deployed throughout a City. This solution offers a strategy for working with private property owners to deploy strategically distributed green and blue infrastructure to reduce localized flooding in hotspots in streets and buildings. At the same time, these investments would prepare a region for broader economic and social redevelopment, creating potential new sources of financing from capturing savings or avoided losses through structures like tax increment financing or catastrophe bonds.
