Special Districts
Summary
Special assessment districts (or community benefit districts or business improvement districts) are designed to levy taxes and/or fees for location specific upgrades not covered by general government services. These districts can capture flat fees or assessments scaled based on the amount of value any infrastructure upgrade creates for the individual entity. Special assessment districts can be designed as a municipal authority and/or set up as a charitable organization. This means large special districts may have the ability to float bonds and to levy taxes to pay off those bonds.
